1.) Space Shuttle Columbia – Gerry Freed
Discussion: A moment of silence was held for the lost crew of the Space Shuttle Columbia

2.) Treasures Report – Pete Pfingsten
Discussion: All is in order. The General Fund is a little low at this point with $32.00. The trailer fund is at $854.00.

3.) Team America – Gerry Freed
Discussion: Gerry described the NAR Team America program. 34 teams from Ohio are competing in this event. The deadline for completion is March 9th, 2003. A number of Sky Buster’s are mentoring local teams. It seems as though a number of the teams are not very prepared. We are getting a number of requests to verify launches but due to inclement weather, we have not been able to hold a launch. We will notify the teams interested in our next available launch.
Action Items: Gerry will keep in touch with interested teams and let them know about the next launch.

4.) ATF, Homeland Security Act and our Hobby – Les Kramer
Discussion: Les led a discussion revolving around the current status of the ATF and our hobby. The ATF has been divided under the new Homeland Security Act and it has been a little difficult to get accurate information. However, it seems that the ATF will start enforcing the 62.5 gram propellant weight limit beginning May 24th, 2003. At this time, it will be required to have a LEUP for the purchase and storage of any motor with grain weights greater than 62.5 grams. This will include any motor that assembled weighs more than 62.5 grams. Les discussed the different types of LEUP’s now available. The standard LEUP will cost $100.00 and be renewed every three years for $50.00. This LEUP will allow the user to purchase motors out of state, purchase motors in state, transport motors out of state and store motors in an approved magazine. A new license called the “limited” LEUP will allow the user to purchase motors in state only. No transportation beyond the user’s state will be allowed. With this limited LEUP you will only be able to purchase motors six times per year. This new license will cost $75.00 and can be renewed each year for $25.00.

5.) Our Club’s options for moving forward under the ATF’s enforcement policy. – Les Kramer
Discussion: Les described 4 possible recourses as it relates to the ATF’s enforcement policy.

The current NAR and Tripoli lawsuit against the ATF. If a judge rules in our favor it could possibly mean that AP will not be regulated. Although a decision is closer, it may take another 6 months to complete

The Amateur Rocket Society of America claims political connections and is speculating that the Homeland Security Act may be modified in such a way that AP is no longer classified as an explosive. This may or may not happen and is understood to be purely speculation at this point. Again, this may be months away.

Encourage club members to get involved in Hybrid rockets. Our club already has the required ground equipment. Although HyperTEK Hybrids are “AP free”, we could still have concerns over the black powder used for ejection charges.

Another option is the possibility of a “Club LEUP”. Les discussed the fact that multiple members could be added to an existing LEUP. Each person would need to go through the ATF process, however as many members as we want could be available for this option. A club type 4 facility was discussed as a possible means for our storage issues.

6.) Club Storage Facility – Les Kramer
Discussion: Les discussed that the officers held a meeting and discussed the possibility of a club storage facility. Pete Pfingsten has offered his property as a location for this facility. Pete lives in close proximity to both launch sites. The storage facility itself could be the type 4 magazine. Les described the construction requirements as per the ATF orange book. Each user could purchase a standardized container to place in the facility. Pete would perform the required inspections and paperwork as outlined in the ATF guide. During this discussion Mark Sadowski raised the concern of transporting the motors from the storage facility to a launch. He further suggested that the storage facility be simply a shed which could house multiple type 4 magazines.

7.) Building a Storage Facility to Store Type 4 Magazines – Club Discussion
Discussion: The club discussed at length the possibility of simply constructing a separate shed on Pete’s property to store multiple Type 4 Magazines.
Conclusions: This option seems to take care of not only storage but transport issues as well.
Action Items: Les Kramer will contact the ATF to explore this option further. Pete Pfingsten will contact his insurance agent to discuss this scenario. If this scenario is feasible, Les will contact all those that are interested in a club storage facility by e-mail and hold a separate meeting.

8.)Hybrid Seminar - Jim Mullane
Discussion: Jim asked the membership if there would be an interest in a Hybrid seminar to discuss the many facets of this area of our hobby. An almost unanimous yes was provided by the club.
Conclusions: The club membership needs Hybrid education.
Action Items: Jim Mullane to prepare an outline of topics and get Barry Lynch, Chris Pearson and Marty Dorociak involved. Jim will pick a date and send an e-mail to the club membership.

Discussion: The club meeting raffle was held and donated prizes were distributed.
