Meeting Minutes for Sunday, 09/14/2003

Tri-City Sky Busters - Minutes
September 14th, 2003
1:00 P.M.
Brunswick Public Library

Type of meeting: Regular Club Meeting

Attendees: Kenneth M. Witalis; Bruce McKnight; Chuck Delaney; Michael Glory; Michael Jenkins; John Daninger; Pat Easter; Joe Bodnar; Mark Hanna; Mark Sadowski; Jim Mullane; Gerry Freed; Pete Pfingsten; Les Kramer; Mark Coburn

1.) Topic: Tripoli Prefecture

Discussion: Les Kramer discussed the possibility of the Tri-City Sky Busters also becoming a Tripoli Prefecture (#3). This topic was brought to the officers' attention by Chris Pearson and was presented to the group for discussion. The following items were noted:

- Chris Pearson will be the Tripoli Prefect
- Chris Pearson will do all of the required paperwork
- Chris Pearson will pay all fees associated with the Prefecture
- Chris has agreed to abide by the following:

- No experimental launches
- Tripoli certification will be done "slowly" and safely
- All fees generated by any launches will be the property of the Sky Busters
- In matters of launch safety, the NAR safety code will be enforced
- All Sky Buster rules and regulations will be followed

We would always specify whose launch it is prior to any event. It seems like all insurance will be OK. Chris may want to make the GLRMR launch a Tripoli event.

The club discussed the possibility of paying for a Tripoli membership for the active President of the Sky Busters.
We discussed the need to have our agreement in writing. An outstanding question was whether or not a NAR member could RSO a Tripoli launch.

The general opinion from the group was that this was a good idea. The club voted YES (not unanimous) to continue our exploration of this topic. We decided to put this up for an official vote at our December regular club meeting.

Conclusions: We will vote on the topic in December
Action Items: Les will find out if NAR members can RSO a Tripoli launch. We will also get more information from Chris Pearson.
Person Responsible: Les Kramer - Sky Busters Officers
Deadline: December Meeting

2.) Topic: Raffle
Discussion: The club raffle was held and the prizes were distributed.

Conclusions: None
Action Items: None
Person Responsible: None
Deadline: None

3.) Topic: Treasures Report - Pete Pfingsten
Discussion: All is in order. The General Fund is at $471.00. The trailer fund is at $1050.00.

Conclusions: None
Action Items: None
Person Responsible: None
Deadline: None

4.) Topic: The Club President
Discussion: Les Kramer discussed the possibility of stepping down from the Club Presidency at the end of his current term. Les has been President for 4 years and in that time has moved our club to the next level. Les stated that he has achieved what he set out to do with items such as launch fields, the Web Site and our FAA waiver. Les stated that he may again be President if the following conditions can be met;
- Find a "home" for the launch equipment - the trailer was discussed as a possibility
- Designate someone to set up and run launches
- Get additional names on the FAA waiver so Les does not have to attend all of the launches

Conclusions: Les has done a great job as President of our club. It will be up to the membership to begin helping out with a number of items. Action Items: Les will contact the FAA and determine if it is possible to have more than one name on the waiver. Jim Mullane will prepare a memo for our next meeting which will list the possible positions required for next year (RSO, LCO, Equipment Officer, etc.) and also the procedures required to run a launch.
Person Responsible: Les Kramer - Jim Mullane
Deadline: December Meeting
